We are GR Mongolia

GR Mongolia works with businesses, non-profit organizations and other entities who are looking to understand the business and policy environment and deliver societal impact in Mongolia. We come in to ensure effective government relations and deliver public affairs strategies that help our clients meet their objectives.

Our team leverages established networks of contacts throughout government,  political parties, media, business and academia. We are politically neutral and enjoy excellent working relations across the political spectrum.

Jakob Edberg
Jakob Edberg
Representative Director

Jakob Edberg is co-founder of The GR Company, and has over two decades of direct experience in politics and policy-making. Prior to co-founding The GR Company, Jakob was Policy Director at the European Business Council in Japan, where he supervised government outreach and advocacy for over 300 companies in 29 sector committees. He also served as a senior trade officer at the Swedish Embassy in Tokyo. Jakob is widely recognised as the leading government affairs practioner in Japan, with expertise in a range of policy areas including trade, consumer finance, energy and environment, tourism, and others.
Jakob is fluent in Japanese, English and Swedish, and complements degrees in political science and Japanese language with a Masters in International Political Economy from the University of Tsukuba, Japan.

Juyun Moon
Executive Director, Head of Operations

Juyun is a public affairs and strategic communications professional with history of working both in-house and as an external consultant. She is experienced in implementing public affairs projects across fields such as intellectual property, internet technology and software, environment, and energy.  Since COVID-19 outbreak, she has been heavily involved in global health issue, and is providing policy consultation to leading domestic and international partners to combat the pandemic. 

Before joining GR Korea, Juyun was a policy analyst for Korea’s dominant telecommunication company, KT, and served as an aide to a very senior member of Cabinet and the National Assembly. Juyun holds a B.A. in Political Science and International Relations from Yonsei University, Seoul, and is fluent in English, Korean and Mandarin Chinese.

Fredrik Lofthagen
Executive Director

Fredrik Lofthagen is Executive Director of The GR Company and also serves as the company’s Chief Operating Officer. 
Fredrik leads and coordinates multi-market assignments across Asia, working closely with the company’s teams in Japan, Korea, and Taiwan, as well as its regional partner network. He supports clients in navigating complex policy environments and in developing and managing their government relations functions. He also has extensive experience in building and leading advocacy coalitions and industry associations. 
A seasoned government relations professional, Fredrik brings more than 30 years of experience as both a consultancy leader and an in-house practitioner. Trained as a lawyer, he began his career in Brussels and went on to establish one of Europe’s leading government relations consultancies.
Over the course of his career, he has worked extensively across Europe, the United States, and Asia, giving him a strong understanding of political and regulatory dynamics across regions. He is also the founder of a global partnership of independent government relations consultancies.
Fredrik’s work has been widely recognised, including being the first consultancy leader in Europe to receive the SABRE Award for Government Relations Consultancy of the Year.
He holds a Master of Law degree from the University of Lund and is fluent in English, Swedish, and French.

Uran-Uchig (Uchka) Chimegbaatar
Public Policy Manager

Uchka Chimegbaatar is contributing with her analytical and project management skills, while concurrently serving as an in-house interpreter/translator. After graduating from university, Uchka joined Mitsubishi Corporation in 2013 and was in charge of project management of mineral resource investments for four years. She was then dispatched to London as a trainee at a broker-dealer for London Metals Exchange, where she gained experiences in non-ferrous metals futures trading and business management.
Uchka is a Mongolian national, with native-level Japanese and fluency in English. She is a graduate of Indiana University Bloomington, double majoring in Economics and International Studies with a certificate in LAMP (Liberal Arts and Management Program).

Melissa Leung
Public Policy Manager

Melissa Leung is an integrated policy communications professional with experience in the coordination of large-scale regional and global public affairs projects.

Prior to joining GR Taiwan, Melissa was part of regional public affairs team at one of the world’s leading communications firms, where she advised governments, multinational companies, and multilateral organizations, including COP28, the APEC Secretariat, the Asian Development Bank, the World Bank, the Rockefeller Foundation, the Obama Foundation, the Hong Kong Monetary Authority, and Walmart, on strategic communications. She led the design and execution of an award-winning nation branding program for the Government of Mongolia and also contributed to the firm’s first regional initiative to support clients in executive positioning, media engagement, and content creation for the annual World Economic Forum in Davos, Switzerland.

Most recently, Melissa served as International Media Coordinator for one of Taiwan’s Presidential candidates in the 2024 presidential election in Taiwan. In that role, she coordinated international media interviews for the candidate.

She holds a first-class honors degree in Journalism from the University of Hong Kong and an M.A. in Global Public Policy from the University of London. A Singaporean national, Melissa has lived and worked in Hong Kong and Taiwan and is fluent in English, Mandarin and Cantonese.

Haruka Kitamura
Associate Manager

Haruka Kitamura is a core member of our healthcare team. Leveraging her analytical expertise in policy and regulatory affairs and an established network of national policymakers, she offers clients comprehensive services, ranging from policy research and analysis to the designing and implementation of strategic outreach to political stakeholders. She specializes in global health, IT, and children's policies. Previously, Haruka was selected by the Japanese Ministry of Foreign Affairs to intern at the Washington D.C. office of a U.S. congressman. 
Haruka holds a B.A. in International and Area Studies from Tokyo University of Foreign Studies where she majored in Comparative Politics. She is fluent in English and Japanese.

Maral-Och Altantuy
Analyst

Maral-Och is a policy analyst supporting a diverse portfolio of clients with policy research, regulatory monitoring, and stakeholder mapping related to legislative and policy developments in Korea. Previously, Maral-Och gained experience in corporate relations, international development, and cross-border policy environments through roles with organizations including Rio Tinto and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Mongolia. Her contributions covered stakeholder engagement, research, and project coordination in areas related to sustainable development and international cooperation. 
Maral-Och holds an M.A. in International Studies from Seoul National University and a B.A.in International Relations from the National University of Mongolia.
